Who needs to keep working?

This one is for you to decide, but let me give you a few things which may help.

Consider that a power cut has suddenly occured and a phone call to the electricity supplier indicates that the power is likely to be out for the next 4 hours.

Now this is fine if it happens at 4:30 on a Friday afternoon, you can send everyone home, but life's not like that as we all know. The power cut is bound to happen when there is a panic on, or when some urgent work needs to be completed.

In that situation, can you still afford to send all the staff home, or can they work without power, or are there some critical pieces of equipment that must be kept operating in order for the business to keep running. The telephone system is a typical example, but there may also be some essential servers.

One thing to remember is that if the whole computer room is kept operational for any length of time then the air conditioning should also be kept working.

If you are considering a generator, then end user pc's can be supported direct from this. There will be a power supply gap between mains power failure and generator startup, but providing that the main servers are UPS protected and receive continuous power then the pc's can suffer a re-boot without loss of data.
